These rules are set by sole proprietor Artem Vitalievich Potykun (OGRNIP 325508100092492, INN 504418067410), "HireHub". They bind every user of the Platform (the website h1rehub.ru, the application app.h1rehub.ru, the HireHub Telegram bot, the API and the MCP server) and form part of the Customer Offer, the Specialist Offer, the Referrer Offer and the Manager Offer.
1. General
1.1. All communication about tasks, acceptance, payment and disputes happens on the Platform. The Customer and the Specialist make no contracts with each other: each of them contracts with HireHub.
1.2. One Account belongs to one user. Transferring access to an Account, selling it or letting it to others is forbidden.
1.3. A user provides accurate information about themselves and is responsible for actions taken from their Account, including through API keys and through HireAgent.
1.4. HireHub opens admission to Tasks and to the referral programme on the basis of the resume, the profile and the portfolio. The automated system assesses the field of work from HireHub's list, experience and the description of duties, and links to work. It does not take into account age, sex, nationality, photograph, name, place of residence or any other information unrelated to professional qualities.
1.5. The automated system may open admission. Only a HireHub staff member decides a refusal of admission. Manager access is granted by a HireHub staff member or, where this is switched on, by the automated system under the same rules.
1.6. A user sends an objection to an admission decision through support. A staff member reads the resume again and replies within 30 days of receiving the objection.
2. Ban on exchanging contacts
2.1. It is forbidden on the Platform to ask for, share or publish contact details and ways to communicate outside the Platform: phone numbers, e-mail addresses, usernames and links to profiles in messengers and social networks, websites used for contact, details for payment outside the Platform, and to arrange work or payment bypassing the Platform.
2.2. The ban applies wherever a user writes text or uploads files: in the messenger, tasks, comments, the profile and portfolio, the resume, small text files, images, support requests, ideas and bug reports.
2.3. The ban is enforced by HireHub's automatic filter. The automatic checking of messages, tasks, comments, files and images for compliance with the Rules is part of HireHub's services under the contract with every user and is performed for all users alike: first by rules on servers in the Russian Federation, then by artificial intelligence models that run on the cloud platforms named in the Privacy Policy, including outside the Russian Federation. The filter:
- replaces the contact details it finds with "*" characters;
- blurs contact details in images;
- converts rates and prices mentioned in correspondence to the prices that apply to the recipient under their contract with HireHub;
- hides illegal offers completely (section 4).
2.4. The recipient sees a message after the filter has processed it. HireHub keeps the original text and shows it only to authorised staff when a violation is checked.
2.5. Every time the filter fires, it is recorded against the author of the text with a severity from 1 to 10. These scores make up the user's risk score, which only HireHub staff see.
2.6. The terms of a task (price, scope, deadlines) apply only as recorded on the task page. Statements about prices and terms in correspondence do not change the terms of a task.
2.7. A user may contest a filter action through Platform support. The measures in section 3 are applied by a HireHub staff member, not by a program.
3. Measures for violations
3.1. For a breach of these rules HireHub applies measures step by step, depending on the severity and repetition of the breach:
- Warning. The user is notified of the violation.
- Restriction. For a time the user cannot invite or be invited to new tasks, and their profile is ranked lower in the catalogue.
- Temporary block. Access to the Account is suspended for up to 30 days.
- Permanent block. The Account is blocked with no restoration.
3.2. For a gross violation, including the offers in section 4, HireHub may apply a temporary or permanent block at once.
3.3. There are no monetary fines. A block does not deprive the user of money that belongs to them: settlements under tasks in progress are completed, a Customer's unspent advance is returned, and a Specialist's accrued remuneration is paid under their offer. On an indefinite block of a Customer who is a consumer, HireHub compensates their losses under paragraph 2 of Article 782 of the Civil Code of the Russian Federation, including by refunding the cost of the unused part of the subscription.
3.4. A user may challenge a measure through Platform support within 30 days. The request is decided within the claim reply periods of the user's offer.
4. Forbidden tasks and offers
4.1. It is forbidden on the Platform to post tasks, offer work or perform tasks that break the laws of the Russian Federation or of the user's country, including:
- terrorist and extremist activity, its financing and propaganda;
- courier errands with unknown contents, passing parcels and money from strangers, drug "stashes";
- trade in narcotic and psychotropic substances, weapons, explosives;
- fraud, phishing, creating malware, hacking and unauthorised access to information;
- selling, renting or handing over bank cards, accounts, logins and passwords;
- cashing out and laundering money, evading financial controls;
- collecting and selling personal data without a legal basis;
- sending messages without the recipients' consent;
- adult content, unlicensed gambling;
- doing academic work, exams and tests for third parties;
- work that infringes third parties' exclusive rights.
4.2. Such tasks and messages are hidden completely. HireHub may pass information about them to state authorities where the law requires.
5. Acceptance
5.1. Hourly payment. The time a Specialist tracked during a day is handed to the Customer for acceptance at 03:00 Moscow time the next day. The Customer accepts or disputes the hours within 24 hours. Hours the Customer does not dispute within that period are deemed accepted. The Customer may turn on automatic acceptance of hours. For a Customer who is a consumer, acceptance, including acceptance by expiry of the period, does not take away the rights given by Article 29 of the Law of the Russian Federation "On Consumer Rights Protection", including the right to claim defects that could not be found on acceptance.
5.2. Fixed price. The task amount is reserved on the Customer's balance when the Customer assigns a Specialist. After the result is delivered, the Customer accepts it or sends reasoned remarks within 5 calendar days. If within that period the Customer neither accepts the result nor sends remarks, the result is deemed accepted. For a Customer who is a consumer, acceptance, including acceptance by expiry of the period, does not take away the rights given by Article 29 of the Law of the Russian Federation "On Consumer Rights Protection", including the right to claim defects that could not be found on acceptance.
5.3. The Customer may cancel a fixed-price task without giving reasons within 20 minutes after the amount is reserved. If the Specialist has not started the task within 24 hours after the reservation, the Customer may cancel it. In these cases the reserved amount is returned to the Customer's balance in full. The Specialist may give up a task at any time by agreement with the Customer, and the amount is then also returned to the Customer. A Customer who is a consumer may give up a task at any time; the reserved amount is returned to them less payment for the part of the work done before the refusal (Article 32 of the Law of the Russian Federation "On Consumer Rights Protection").
5.4. The periods of this section are shown on the task page. If the page states a different period, it applies to that task.
6. Disputes on the Platform
6.1. If the Customer disputes hours or a result, the other side answers within 24 hours for hours and within 5 calendar days for a fixed-price result.
6.2. If the sides do not agree, a HireHub staff member decides the dispute: within 48 hours for hours and within 3 business days for a fixed price. The staff member reviews the task page, the Platform correspondence, the time records and the result. The decision sets which part of the amount is paid and which part is returned to the Customer.
6.3. If the Customer accepted a fixed-price result in part, the Specialist may dispute the rest within 7 days. Until the dispute is decided, the unaccepted part of the amount stays reserved.
6.4. A dispute decision on the Platform does not deprive the parties of the right to send a claim and go to court under their offer.
7. Ratings and reviews
7.1. After a task is completed, the Customer and the Specialist may review each other within 14 days.
7.2. Specialists and Customers have a rating. It is built from task reviews, and for new users from the completeness of their profile and portfolio. The rating sets the order of results in the catalogue and in matching. The rating is not shown to users, and its method is not disclosed.
7.3. Inflating reviews and ratings, leaving reviews for a reward and arranging reviews are forbidden.
8. HireAgent
8.1. HireAgent is an assistant based on artificial intelligence. It answers questions, finds Specialists, and creates and changes tasks and projects within the user's rights.
8.2. The user chooses HireAgent's mode: read-only, confirming each action, or autonomous. Actions HireAgent takes in the chosen mode are deemed the user's actions.
8.3. HireAgent's answers are for reference. The user checks them before making decisions.
8.4. HireAgent runs on artificial intelligence models outside the Russian Federation and is available to a user who has given consent to cross-border transfer of personal data for HireAgent.
9. Security and sessions
9.1. Users sign in to the Platform through Telegram, Yandex ID or VK ID and are responsible for keeping access to these accounts safe.
9.2. The list of active sessions is in the settings. A user may end any session. A session opened less than 24 hours ago cannot end other sessions.
9.3. A user reports suspected unauthorised access to support as soon as they notice it.
9.4. API keys are issued by the user in the settings, act within the chosen scopes and term, and can be revoked at any time.
10. Support, bugs and ideas
10.1. Support works through requests in the application. The response time depends on the plan and is stated in the Tariffs.
10.2. A user may report a bug on the Platform. Using a bug for one's own benefit or to harm other users, or disclosing it before it is fixed, is forbidden.
10.3. A user may suggest an idea on the ideas board and vote for other users' ideas. HireHub may use the suggested ideas without remuneration.
11. Changes to the rules
11.1. HireHub may change the rules by publishing a new version at least 3 days before its effective date. Changes do not apply to tasks started before they take effect.
